										<content:encoded><![CDATA[<p>Il problema dell&#8217;etica e della competitività è posto in questo libro in modo diverso da quello che solitamente si osserva: l&#8217;etica sociale è considerata una condizione necessaria perché un sistema economico sia stabilmente competitivo. Il libro intende accogliere due diversi ambiti di ricerca che l&#8217;autore ha condotto negli ultimi anni cercando di coniugare la competitività interna con quella esterna, ricercando nei sistemi economici gli attori dell&#8217;agone internazionale. In questo contesto un ruolo fondamentale è giocato dal sistema sociale. L&#8217;analisi degli ultimi eventi spinge a riflettere sul ruolo della fiducia collettiva nell&#8217;ambito di mercati internazionali sempre più interconnessi e, conseguentemente, sempre più vulnerabili ed esposti a crisi finanziarie e valutarie sistemiche e globali. La dimensione psicologica nel contesto sociale e dunque il sistema di aspettative condivise all&#8217;interno di una collettività gioca un ruolo fondamentale in queste dinamiche. Il bisogno di coesione sociale non è solo un bisogno del singolo sistema economico ma, nella globalizzazione economico-finanziaria, anche una necessità intersistemica, dove il mondo deve necessariamente trovare una governance partecipata attorno ad una nuova idea politica condivisa, percepita come socialmente equa da tutti i Paesi. Questa ricetta, molto più che l&#8217;istituzione di complesse sovrastrutture di controllo, sembra oggi fondamentale per prevenire virulente crisi sistemiche. La debolezza dell&#8217;economia italiana, più che rispetto ai fondamentali economici, può essere allora letta nei suoi propri equilibri sociali, dominati da un sistema clientelare che sembra irreversibile e che impedisce lo sviluppo competitivo e l&#8217;innovazione, sterilizzando gli effetti di qualunque politica economica. La creazione di un sistema economico competitivo nasce, dunque, sì dal riconoscimento dei suoi punti di forza, in termini di risorse e di costi, ma ancor più dalla costruzione di un sistema sociale coeso e trasparente.</p>
<p>Michele Petrocelli è dirigente del Ministero dell&#8217;Economia e delle Finanze e Professore di Economia Politica e di Economia Monetaria presso l&#8217;Università Guglielmo Marconi, dove assume il ruolo di Direttore Scientifico di diversi Master. Ha partecipato, in ambito OCSE, a progetti internazionali di ricerca su sistemi di budgeting e di governance pubblica.</p>
